  • With 110 policy measures, Jeremy Hunt spreadsheeted the hell out of this one. Every single one of them were designed to extract the biggest political wins whilst also meeting the constraints of his self-imposed fiscal rules.
    • It delivered a surprise but didn’t frighten the horses.
    • It gave away enough to key constituencies, from business to pensioners to the right wing of his own party, whilst also sticking within the OBR’s fiscally credible constraints.
    • It created niggling political traps with the opposition (Rachel Reeves will not reverse the National Insurance . . .
